- ➤ During a June 26 meeting, the Conroe City Council approved a $549,000 contract with Freese and Nichols — the firm will study potential impact fees for new development to fund water, sewer and roadway projects, with fees possibly affecting permits issued by 2027. The study will update capital improvement plans, evaluate a 10-year growth forecast and conduct a credit analysis to determine a maximum fee. KSAM
