County officials said that Willis ISD’s Calfee Middle School still does not have water, with county judge Mark Keough calling the situation a water hostage crisis even though inspectors and the fire marshal were onsite to help open the school set to start on Wednesday plus city officials said a developer agreement is needed to restore service.
